How doos one restore soft deletes from E

I am looking for clear instructions on how to set the time that items deleted from the Deleted Items mailbox stay stored outside the this mailbox before they are finally deleted without hope of restoring. Aside from setting the time period, what are the steps required to actually restore these soft deleted items.
