How should I proceed?

I am currently a Help Desk Representative for a Data Processing company. I graduated with a BS in Math with a computational option in 94. Of course, this didn’t give me the knowledge I needed to get hired as a computer programmer. I want to get certified and into a better job. I’m leaning toward software vs hardware, so the MCSD would probably be my choice. I have a completion certificate for an at-home program where I learned C, QBasic and Visual Basic. I work with Access a lot and am currently creating and managing databases for personal and business use. I need advice and suggestions. Which certifications should I work toward, and what can I do to get closer to that better paying job? I hear about all different kinds of certifications, but don’t know where to start? I have none at the moment.
