how Technical an IT manager should be ?

one Question I have about IT managers:

How technical they should be .

do they have to know only the basics?
or should they be very knowlogable about their teams tasks?
should he be involved in daily activities and how deep ?
deep enough todo it on his own ?
should he provide Technical Guidance to his staff, or just know in concept what they are doing?
