How to configure Remote Acc , FTP Server

A friend of my is trying to start-up a FTP Server using 2000 Advance Server. He’s try to set-up an account to allow me to gain access via internet. He is giving me Administrator permissions, should he also give me Remote Access permissions, to gain access to his FTP Server? I tried to gain access using IP address and Port setting to his Server through “My Network Place”, by Mapping a Drive, but my system times-out. I also tried a third party software, but still unable to gain access, can anyoneadvise me thank you.
