How to deal with HR nontech questions ?

I have been Laid of and applying for jobs to many companies. It seems like I have been sending my resume to Ghost house. No replies. Where as with half of my experience I would get tens of calls and interviews just year and half ago. What is wrong? is it with my Resume? or that’s how the market is? Honestly I am very surprised the way it is going now a days. I have talked with couple of HR people who just uses some technical terms that does not even make any sense. and if I aske them to reprase, they keep using the same term and that frustrates me. I feel that probably the person would think that I am not that good. on the other hand i wish that some technical person would talk to me first and find out how good i am. I am very confident and know my work. but how do I get myself ahead in this slow economy? any sugestions?
