How to enforce strict password protection with pissing them off?

I have been reading allot lately that some Admins have been trying to enforce strong passwords on employees who just cant seem to remember them. They put them on post its on their monitor. Which as we all know causes a serious breach in Network security protocals.

How can we ensure network security and not become net nazi’s?
