how to give the iis manager permissions in loacal client systems

i am useing win2003 domain controller.
i have created the some user’s.everything is ok
but in clients systems the local iis manager is not access the domain users.please solve the problem.acctuvally i give the domain admin permissions in user accounts. the applications are working fine .But i access using user permissions only.
