How to implement password History policy

Hi to All
I want to implement the pasword policy, which is that no user can use his/her 3 previously used passwords, or in other words, If a user want to change his/her password, he/she must have to provide such a password that must differ from any of three just previously used passwords. More appropiately I want to keep password history for users. So please how can i implement Password History.
