How to Leave aps. open on Term Server?

How can i have aplications open on Terminal server after a X time of inactivity? Also, when a user closes an aplication on term server, it closes the aplication on the users pc but not on the Terminal server, when the user opens another aplication the server tels the user the aplication is already open.
Can someone help out on this?
