How to make telnet works

Hi, my friends

I just setup two RH 7.1 servers, the IP are 192.168.0.7.and 192.168.0.8 subnet mask are 255.255.255.0. They can ping to each other but can’t telnet. I checked the /sysconfig/ipchains file both set to ACCEPT to port 23 and 0:1023. They are all in each hosts list, and when I install server, I select mid firewall and allow telnet, ftp, dhcp…

Would you tell what I had to do and how to do it?
