How to manage your team leader

Please help as I am facing a dilemma to mange my team leader who dun really help in daily operations but want to do projects only. In the end I had to do 99% of the operations.

Is there a way to make her do the operations (NT/Email Administration)?

Also how to manage her. I read alot of books but to no avail.
