How to map out a job hunt in a new area

I am searching for employement in the Northwestern Vermont area (want to relocate from Boston). Most companies up there are smaller and do not use headhunting firms. My only options that I know of are online postings and what I see in the newspaper..Though my resume has been an almost perfect fit for a couple of posted positions (Director / VP) I fear they are getting lost in the pile. Does anyone have any better ideas for getting resumes to the right folks??
