How to merge IT/IS when companies merge?

There is a lot of merge going on worldwide. As one of the objective is economy of scale, IT centers are one of the first targets.
Is there a white paper on the subjet or some guidelines and/or experiences ?
Tech people are touchy and merging seemingly identical platform may lead to hot discussions !
