How to monitor RAS availability?

We are increasing relying on our 3Com SuperStack II 1500 RAS and need a free/low cost off the shelf way to use a dialer to make sure the modems answer, and email or page the administrator if not. I looked at the old war dialers but they only recordhits to a file. Any suggestions?
