How to network when nobody’s hiring

Is anyone out there having good luck networking in this economy? Few companies are hiring, the economy stinks, we’re at war, however — a lot of us are still unemployed or about to be, and we need to still be making contacts and meeting with potential employers for future work opportunities. Any thoughts or advice on this difficult subject? How do you get a company or hiring manager’s time today, especially if they are not hiring?
