how to restore child DC without parent DC present.

I hve somebody who is trying a DR on a Child Domain DC,tried to sieze the FSMO roles and gets an error. It seems they don’t have Enterpise Admin rights. To complicate the problem, they are trying to recover the child domain controller first. They do nothave the Parent DC backup.
