how to restore the catalogue of contents of ntbackup on tape

I have a backup on tape created using ntbackup on a now retired system that I need to restore on a new system. When I load the tape, it is not seen by the removable storage manager and so not mounted, and is not available to ntbackup’s restore function. Clues on how to get this to work would be appreciated.
