how to restrict bandwidth using redhat l

hi,
” i have 512 kbps net connection and i want to share it with my friends . how to restrict bandwidth per ip or host . becoz my friends will download big movies and mp3s . i want to allocate only 5k per ip or host . in any time they can only download / upload 5k . how can i do that using redhat linux 8.0
