“How to select the best recruiter/head hunter for my job search needs”

I am searching for the best tips on “how to select the best recruiter/head hunter for my job search needs”. I am hoping to find out how to know if a recruiter and/or job search firm is really worth giving my resume to. Are there dos and don’ts, things I should ask before submitting my resume? Are there certifications a recruiter should have, and are there references I can ask for in advance? Any help you can give me will be deeply appreciated.
