hp will not load win xp

I start laptop and the screen with the logo and loading bar comes up and it doesn’t go further. Cant start in safe mode or in any other mode. Recovery tools didn’t help(also tried to make boot cd while in recovery but couldn’t) and I don’t have a cd/dvd for windows. Any suggestions how to fix it?
