HR eliminates too many applicants

I read with interest the managers suggestion on being in charge of who is being interviewed. I have noticed US citzenship requirements and language constraints, but also some very bad policies on certifications and degrees as well. I lost a great technicial resource because of certification requirements that HR insisted the canidate must have. I ran into him at a job fair and after a long conversation realized I found what I needed, but HR turned him off to our company. When I went to HR to getall of the resumes, I discovered that our ‘technical recruiter’ was turning away canidates because of missing certifications or degrees. I found quite a few resumes that should have been passed my way for review. The HR cookie cutter approach doesn’t work and I made the mistake of not checking this our sooner.
