HR Resume Management Solution

I’m doing research for a Resume Management Solution for my HR department. I would like to have a solution that spans from Position Requisition to the hiring. Any HR management, after the hiring, would be a help.
It needs to have SQL 2000 on the backend and it SHOULD be browser based.
