Huawei E220 HSDPA USB Modem On Windows SRV 2003

My window 2003 manage to install the usb modem (USB Device Is Ready To Use), but not the software of the modem. I have try to install the VMC software that provided from Vodafone, with error (Could not find Usb modem) Does this USB Modem work on Windows 2003, please help.
