IE 8 Unable to Save File Download

Just recently Internet Explorer 8 running on my Windows XP Pro box is unable to save a file download. I can click run and the file will run, but click save and a window appears with 0% Downloaded in the title bar and nothing inside the box, no options for where to save the file to, nothing. I then have to go to Task Manager to end the non responding window.
Any suggestions?
