IE Problem

I got this computer from another windows 2000 domain and I had to switch it over to ours. We couldn’t unjoin it from the old domain because it no longer exist but it unjoined anyway. Everything went fine but one thing users can’t access the internet through internet explorer only administrators can, I don’t want to give them local administrator rights. I reset the permissions on the internet explorer folder but no luck, checked the group policy to see if there was settings that was causing this couldn’t find one. Does anybody have a clue on what might be the problem.
