IE5 Internet connection wizard

I used an ms office disk and went to the IE5 dir and installed IE5 on a win95 home pc. When I use the ICW it gives an access denied, check with your admin window. Has anyone figured this out yet? I haven’t, so I tried it on a win98 machine with the same results.
