IF statement in Excel

Col A = Current YTD revenue, Col B = Last Year’s YTD revenue, Col C = Col A – Col B. I need a formula (% format & proper sign for all 10 combinations)to show the percent of increase or decrease in revenue comparing this year (Col A) against last year (Col B).
