IIS 5.0/MS-Proxy 2.0/Outlook Web Access

I’m trying to set up Outlook Web Access for use with exchange 2000. When I assign an IP to the Default Web Site in IIS my users cannot access the web. When the default web site IP is set to “Any Unassigned Address” my users can access the web. What is happening and how do I solve this?
