IIS, Exchange 5.5 & Netscape

Why do I recieve a “authorization failed. retry?” error message when using Netscape for OWA on Exchange 5.5 with SP3. I change the Authentication method from basic authentication to Windows NT Challenge response on IIS 4.0 under directory security.
