Import Export Station

Hello,
I want to create an import export station to give users the ability to import or export data to or from the novell network, I want to restrict the copying of forbidden file extensions (com, exe etc.)or virus infected files. Also i want the restrict the amount of data te users are allowed to transfer. Does anybody have an id if there is software i can use to do this.
