Insert blank rows on missing of numeric serial

Respected sir,

I want to insert blank rows on missing of numeric serial. Like wise

Ser # Name
1 Asghar
2 Ali
4 Shafi
8 Navid
10 Karim

As mentioned above there is missing of serial numbers 3,5,6,7,9. My plea is that MS Excel should automatically generate blank row (Using formulas or Code) in lieu of missing serials.
