Internet Access Restriction

We have a LAN on TCP/IP with 60 Users using Lotus Notes email system.
Our Accounting is via a Termianl server located OverSeas over VPN.
A Cisco Router on 64K ISDN serves the purpose of a Gateway.
Now is there a good and reliable software which could restrict users to one particular site.
