Internet /Email Tracking

I am a systems Administrator for a small Company,the President wishes to implement a internet and E-mail filtering/Tracking application,i don’t have a problem doing so,but he has also asked me to make it active a week before i let the end users knowabout it.Is this legal?Ethical?
