Intrenet restriction friction

After introducing for the first time internet restriction software for the network, users have formed a protest group and sent a suvey to myself (CIO) to have unlimitied net access.

The restriction software use “fuzzy logic” to ban web pages withcertain keywords, or specified web sites.

This brings up the question, are the restrictions worthwhile and necessary? Any commnets or insights would be appreciated.
