IOS App development issue

I have had a app developed on IOS/Android. We have been refused the ability to have a sign in option at the beginning of the app to collect user details and track user sign ups

We need to add a functionality to the app to have this function allowed.

Does anyone know why we have been denied?

Any ideas of the functionality needed t be added?
