Is my mother board dead?

I have a HP media center m476n with P4 2.8ghz – when I push the power on switch, nothing happens.. The power supply light only blinks.. when I disconnect the motherboard, the power supply light comes on steady green. I tried a new power supply, but that did not solve the problem. Could it be the motherboard?
