IT Contractorr Tenure

Several large companies in our metro area have instituted a policy of limiting tenure for contractors. This seems like a lose, lose situation. The company, contractor and vendors all lose because of the churning this policy creates. I have heard that the source of this is a suit against MicroSoft by Contractors. Can anyone provide background on this?
