IT Staff competency test.

I am currently reviewing/evaluating/profiling all IT staff competency focusing on skills / user interaction / etc.

These people have already been somewhat became my friends and I want to gauge them objectively and an unbiased approach.

Basically what I want is to determine if the staff complements with his job / is right person for the responsibility assigned.
