Japan IT employment outside of Tokyo?

It seems that I have discovered that although Japan is a nation of over 140 million people with several major cities that there are only a few job opportunities that exist outside of one city for non-natives and that is Tokyo. Can anyone tell me why? I am currently living in Japan Chubu region (Nagoya) Japan’s third largest city and their doesn’t appear to be any companies outside of Fujitsu Systems that is base here! Where are all of the IT related industries?
