Keeping Cobol system alive

We have a system with 10-15 Cobol programs running on digital Vax. As an intermediate solution we require this system to be converted into PC Cobol which can be processed using PCs with win 95. Since this is going to be integrated with a major system we do not intend in investing in development. Thanks in advance for solution.
