Keeping Company Home Page Default

I need to keep the company home page the default and am thinking of using .hta to have it reload the opening page each time IE starts. Multiple users on the machines are having wars over the default and our new policy is to have the company be the only one and I need to implement this. Any suggestions on .hta or other solutions you all use?
