landlord missing dial up modem

the system is running windows 2000 professional with dial up. In device manager the modem is available and enabled showing no trouble there nor in event viewer. but when attempting to connect get error 701 no modem found. all bills are up to date and paid for. How to get it to reconnect and/or what to download to get it working again? It’s a “Intel V92 HaM Data Fax Voice”.
