Laptop continuous beeping at startup

When I pressed that ON button, the laptop start beeping for about 1.30mins and stop. Windows will come up after about 3-4 minutes. After that some keys on the keyboard will not function. The keys that functioned will repeat key strokes. How do you solve this problem. I have a Toshiba satellite A97.
