LDIFDE and New E2K Server

Can anyone offer any input on using LDIFDE to rebuild a new Exchange 2K server?

I have a requirement to replace my existing 2K mail server. It’s in a classified environment so replication with a new box is difficult at best, but nearly impossible. The server has to be completely built from scratch, and will be introduced onto the network only after all user accounts have been reestablished. As it stands now, my approach is this:

-build a basic 2K server,
-promote it to a DC,
-use LDIFDE to import AD structure,
-install Exchange 2K
-Exmerge user mail onto new server
-configure as necessary

This is a very simplistic description, granted, but I’d appreciate any feedback. Thanks.
