Learning Web Designing Application

Hi Friends

I am working on Application development in Oracle / D2k from last 16 years. Now I want to migrate and design Web application and backend as Oracle.

Please suggest me How i can start and how much time will it take to Learn to design Applications.

If Possible give me some Important Links where where I can Learn.
