Limiting user rights

I would like to keep users from messing with certain settings in XP. Like hiding the task bar, playing with tool bars in IE and aything else they might play with. I just want certain users to be able to run the programs they need access to, get on web sites they need and access files they need from the server and nothing else even restricted users can play with these settings I don’t want this!!
