Linux 7.1 and rcp, rsh

I am having a problem with RH 7.1 refusing the connection when I try and rcp or rsh to it. I have done this before with 5.2 6.2 and 7.0 RH. I know that I have the hosts hosts.equiv and .rhosts set up right but it appears RH has done some great and wonderful things in this version like installing a firewall which I have supposedly disabled. (Every time I go into the setup it is suspicously set back on high). And they disabled PAM.

And it didn’t have any effect
