Long Distance Application

I have been looking for work in the area that I live in, Harrisburg PA. The problem is that there are no that many jobs in this area, so I have decided to turn my attention elsewhere. My concern is that employers will be less likely to offer me an interview than a local candidate. Cna anyone offer me a suggestion as to how to crack into these markets like Baltimore, D.C. and Philadelphia.
