management console help

Please help I have 24 w2k servers connected to my network in a workgroup not running active directory. I go to connect to another server and when I try to click on services I get this error.

Unable to open service control manager database on DL360w2k error 5: access is denied.

Now I wonder if I cannot use this feature due to not running active directory. Please help!!
