Mass email through Exchange?

Greetings,
I am having a problem with one of my departments sending mass emails (1,000+ users) and then getting rejections and SPAM warnings from other sites. Does anyone have any suggestions on how to send email like this and force Exchange to send a one-by-one stream of emails, or do you folks have any other strategies?
